This is from the "Flogging Grave", circa 6th century BC, found in the Etruscan necropolis of Tarquinia, in Lazio, Italy. It appears to be two men having sex with a woman (?) while spanking and caning her.

I have no idea if this was an erotic/decorative illustration, like the common erotic images in Pompeii, or a representation of some mystical rite as in the Villa of the Mysteries. Haven't found any other information on it.
